The order of Instagram story viewers is generally thought to reflect the level of engagement between you and the people who view your stories.
Generally, people who interact with you more frequently appear first in the Instagram story viewer list, while those who have yet to interact with you as recently will appear further down.
It’s also believed that regardless of whether someone views your story or not, if they’ve recently interacted with you (liked a post, commented on a photo, etc.), they will appear relatively higher in the list of viewers.
This theory is not proven, however. In all likelihood, Instagram story viewer order is simply an algorithm that attempts to prioritize those who are most likely to interact with you or have already interacted with you in the recent past.
